Utility Bill Payment Options

The property owner is responsible for making sure payment is made to The City of Waconia. No account will be established in the name of tenant or non-owner, however the property owner can ask the city to send a copy of the bill to a tenant or another party at an additional cost. 

There are several ways to pay your utility bill, as outlined below:

In Person
Pay at the City Hall front desk. The City of Waconia business hours are Monday through Friday from 8 a.m. to 4:30 pm. The exception to this rule would be for holidays. We accept cash, check, money order, or credit card payments (Visa, MasterCard, Discover, and American Express).

Drop Box
Residents have the ability to drop off their utility bill payments at any time of the day or night in the utility drop box located outside of City Hall. One of them is located directly in front of the main parking for City Hall off of the sidewalk. The other is mounted inside the City Hall front doors within the vestibule. 

Virtual City Hall (VCH)
Virtual City Hall provides the monthly utility bill completely electronically and gives the customer another payment option. The customer can sign up for this option by using the “Sign Up For VCH” form. Once submitted, a password is generated and emailed to the specified email address, allowing access to their utility account online. Click here to access the VCH log in screen or you can access it from the Home Page under Online Services. 

Once logged in, the user can see their billing information, billing history, and pay the bill with a credit card each month.

Recurring payments are not available at this time for credit card payments however; the user can pay at any time of the day or night.

Bill Pay
Bill Pay is an option that your current bank may provide free of charge. This service allows you to add the City of Waconia as a payee for bills that come due. In order to set us up as a customer so we receive payments appropriately, the customer must include the full utility account number with all 12 digits as follows: xxxxxxxxx.xxx. The period may need to be taken out based on your specific bank’s processing system. The utility account number ties directly to the utility account of the property in question.

Once processed through your bank, the City of Waconia will receive either an electronic funds transfer or a bank issued check with the utility account number specified so it can be applied directly to the correct account. Bill pay payments generate a receipt and are posted to the utility account within 2 business days of receipt.

Direct Payment (ACH)
Direct payment is offered through the City of Waconia from the customers checking or savings account on the due date of the bill. To apply for direct payment, please fill out the Authorization for Direct Payment Form. The form needs to be filled out and submitted to City Hall with a voided check of the bank account from which you wish to have the bill withdrawn.
